This program improvement is part of theĀ Fishery Standard Review (FSR) that is taking place during 2013-2014. The purpose of this consultation is to seek stakeholder input on the proposed clarifications and guidances to the Principle 1 sections of the default assessment tree. This consultation consists two sub-projects: Principle 1 Clarifications and Metapopulations.

Consultation Questions

Principle 1 Clarifications
  1. What are the implications of these proposals in terms of the 'bar' that is set in the MSC fisheries standard and its intended consistency with global 'best practice' at Scoring Guidepost 80? Detailed impact assessment will be conducted by MSC on this draft.
  2. Do the proposals increase the clarity of the Principle 1 standard such that increased consistency in scoring by Conformity Assessment Bodies (CABs) should be expected? If anything is not clear, what further changes could be made?


  1. Is the proposed guidance appropriate and sufficient to ensure consistency in scoring metapopulation fisheries?
  2. Are there any specific issues that need further clarification?

Potential interactions with other FSR/SCR workstreams

As the consultation topic involves concepts related to stocks/populations, there are close linkages to the clarifications proposed for the definition of unit of certification (UoC) within the Fishery Process Issues program improvement. If changes to the specific aspects of Principle 1 are approved under this program improvement, the proposed options will be integrated as appropriate into the scoring of other Retained (now Primary) Species in the Principle 2: Minimising environmental impact.

Next Steps

Following on from the late stage public consultation, further work will be carried out to build on the feedback and recommendations received. The outcomes from these stages will be incorporated into final proposals and presented to the Stakeholder Council (StC) and Technical Advisory Board (TAB) in December 2013.
