2014 FCRv2.0 implementation timeframes

The revised Fisheries Certification Requirements version 2.0 (FCRv2.0) is issued on 1 October 2014 will become effective on 1 April 2015.

The implementation procedure makes a formal distinction between standard (S-Annexes of FCRv2.0) and process requirements (Sections 1 to P-Annexes of FCRv2.0). The procedure defines:

  • All assessments (first assessment, surveillance audits, certificate extensions and re-assessments) that commence after 1 April 2015 will have to use the new process requirements from FCRv2.0.
  • First full assessments that are announced after the effective date will have to use the new fisheries standard (performance requirements) from FCRv2.0 in addition to the new process.
  • Existing fisheries (in assessment or certified) will have to apply the new standard at their first re-assessment commencing after 1 October 2017.
  • Any fishery may elect to use the new process and performance requirements from publication (1 October 2014) if they wish and Conformity Assessment Bodies (CABs) can confirm their readiness to apply.
  • Old 'legacy' fisheries must produce a Public Comment Draft Report (PCDR) by 1 December 2014, or else withdraw from the program.

Fisheries announce first full assessment before 1 April 2015
  • Should continue to apply CRv1.3 in the assessment, unless they experience a 4 months pause between announcement and site visit, or a 9 month pause between site visit and Public Comment Draft Report (PCDR) publication; in which case FCR v2.0 (process and standard) shall be applied (see sections 7.3.3-4).
  • Shall apply the process requirements of FCRv2.0 in their next surveillance scheduled after 1 April 2015, while continuing to apply the standard requirements of CRv1.3.
  • Shall apply the standard requirements of FCRv2.0 in their first re-assessment announced after 1 October 2017.
  • Notwithstanding the normative requirements, may at their discretion apply FCRv2.0 (process and standard) for any fishery assessment that is announced before the effective date.
Certified and in-assessment fisheries on 1 April 2015
  • Shall apply the process requirements of FCRv2.0 in their next surveillance that commences (is announced) after 1 April 2015, while continuing to apply the standard requirements of CRv1.3.
  • Shall apply the standard requirements of FCRv2.0 in their first reassessment announced after 1 October 2017.
Such fisheries will not have to apply the standard requirements of FCRv2.0 until three years after 1 October 2014 and may thus become re-certified before such time using the CRv1.3 standard. For instance, a fishery announcing re-assessment in September 2017 can still use the CR v1.3 standard, or could voluntarily apply FCRv2.0. But all re-assessments announced after 1 October 2017 must use Annex SA from FCRv2.0.
